Stephen Fox, President
Stephen joined the INFR as a Commissioner in 2004. Stephen is originally from Standoff
Alberta, and lived and works in Fort Hall, Idaho. He is a three time INFR qualifier in the Steer
Wrestling and three time champion of the Rocky Mountain Indian Rodeo Association. He
holds a Bachelors of Arts in Sociology and a Bachelors of Science in Secondary Education.
Stephen has worked for the Wrangler NFR for the past two years as a production assistant.
Sam Bird, Past President
Sam has been active in rodeo for many years. Throughout the years, Sam has achieved a
long list of accomplishments, championships and titles. He has been a commissioner for
five years, has qualified for the INFR 27 times and holds three Championship Titles. The first
title being in 1976, which was the year the INFR started. Sam’s goal for the INFR is to help
make for a bigger and better INFR and to promote Indian Rodeo to the best of his ability.
Eugene Creighton, Vice-President
Eugene is Blackfoot and a member of the Blood Tribe situated in Southern Alberta, Canada.
He has been involved in rodeo all of his adult life and has always been a strong supporter of
Indian Rodeo. Eugene was a past Canadian Indian Steer Wrestling Champion and IRCA
Team Roping Champion. Eugene qualified for the INFR on several occasions in bother
Steer Wrestling and Team Roping. Eugene is a practicing lawyer with the firm Walsh,
Wilkins, Creighton, LLP with offices in Calgary and Standoff, Alberta.
Carole Jackson-Holyan, Secretary
Carole is no stranger to Indian Professional Rodeo. Her career in Indian Rodeo and the
INFR includes three times the INFR Barrel Racing champion, including winning the first ever
world title in 1976 at the age of 13. Since then she has also held the title of INFR Women’s
All Around champion two times. She is currently employed by Raytheon Missile Systems as
the Workforce Development Enrichment Program Director. She is the first and only female to
serve as an INFR Commissioner.
Bo Vocu, Member
Bo Vocu is an Oglala Lakota from Kyle, SD. He is a 10X bull riding and 1X saddle bronc
qualifier to the INFR as well as a member of the PRCA and PBR. Bo has 4 sons, Lane, Rode,
Bo Tyler and Logan. He has degree in Business Administration and Computer Information
Systems. Along with being a rancher and rodeo cowboy, he is the Vice President of
ChiroCode Institute; a healthcare resource company in Phoenix, AZ.
Richard Bowers, Member
Richard Bowers, Jr. President of the Seminole Tribe of Florida, a full-blooded Seminole
Indian is a fourth generation rancher and cattle owner. Holding many positions including
President of the Inter-tribal Agriculture Council 1999-2005; Assistant Director of Natural
Resources for the Big Cypress Reservation; and Chairman of the Big Cypress Cattlemen’s
Association since 1997, Richard is also proud of his tenure as an alligator wrestler.
Willie Johns, Member
Willie is a member of the Seminole Tribe of Florida. He attended Abraham Baldwin
Agricultural College and has a degree in history with a minor in political science. He
qualified four times to the High School Rodeo finals in the saddle bronc, bareback, and bull
riding. He is a six time qualifier to the INFR in the Team Roping.
